Mass Fabricator

Turns 1,000,000 EU into 1 mB of UU-Matter (accepts up to 512 EU packets). With scrap (5000 amplifier) or scrap boxes (45,000) every EU counts as 6: about 166,666 EU and 34 scrap per mB. A redstone signal stops it. Fill universal fluid cells in the right slot or pipe it out.
